Is the voltage turned off during SAA?

Yes. Also, the voltage is turned off whenever ROSAT is about to point at the Earth. The hardcopy output graphs the history of the voltage. Note that the data acceptance flag usually lags the voltage turn-on, presumably to give some time for the electronics to settle.
