GUIDELINES FOR THE ROSAT AO3

The official release date of the third call for pointed observing proposals AO3, is Friday, November 15, 1991. The official NASA Research Announcement has been held up in press, and so will not be available for approximately two weeks. Thus there follow some guidelines for the preparation of AO3 ROSAT proposals:


Proposal Preparation:

The format of AO3 proposals is similar to that of AO2 proposals. The scientific proposal consists of a set of standard forms with slight changes from those issued for AO2, and a scientific justification of maximum length four pages of which no more than three may be devoted to text. One major change in the justification section is that it should follow a specific format: a statement of the scientific problem and how the specific ROSAT observation will address it, a feasibility section, and a listing of all relevant existing and planned ROSAT observations.

In order to alleviate the task of the national and international time allocation committees and to help them judge the proposals uniformly guest investigators are asked to provide the following information and structure their proposals as follows:


Scientific Problem:

State clearly the scientific problem to be addressed, along with relevant scientific background and references to previous work. Show how the proposed ROSAT observations and data analysis techniques are expected to address the problem and advance previously obtained knowledge. Justify the use of ROSAT pointed observations: explain why the science cannot be done using all-sky survey data and indicate how the observations utilize the unique strengths and capabilities of ROSAT. Note that a particularly strong case must be provided for reobservations of targets already observed or approved from previous announcements (suggested text length 2 pages).


Technical Feasibility:

State how the proposed ROSAT exposure time makes possible fulfillment of the scientific objectives. State how targets or pointing locations were selected. A clear listing should be provided of the assumptions about source intensity, surface brightness, and/or spectrum (depending on the nature of the proposed investigation). Estimates of both count rates and total counts needed to carry out the investigation should be provided. Note that it is in the proposer's best interest to provide enough detail to allow a reviewer to understand the proposer's target brightness assumptions and to reproduce estimates for counting rates and minimum observing times (suggested text length 1/2 page).


Previous ROSAT observations:

List all ROSAT pointed observations, regardless of principal investigator, that have already been performed, are scheduled, or are awaiting scheduling that are directly relevant to this proposal (suggested text length 1/2 page).

The Mission Information and Planning System (MIPS) has been revised for AO3 to make it easier to use. Although paper copies of proposals MUST be submitted, screen forms are available through MIPS, and the set of forms can be emailed back to the users account for postal submission. Paper forms are also enclosed in the AO and Microsoft WORD forms in Macintosh format are available on request (call 301-286-8340, please specify high or low density floppy). Latex forms are also available and are appended to this status report, these are based on the UK RPS Latex proposal fors. Four Latex files are appended to the end of this report, separated by dashed lines (which should be removed).

Note that the use of these pages is not mandatory; however, the scientific justification of your proposal must not exceed four pages in total out of which a maximum of three pages may be text. In addition to submitting a Scientific Justification for your proposal please fill out a Cover Page, General Form, Target Form(s) and Constraint Form(s) (wherever applicable).

Experience with the previous observation program showed that a number of ROSAT guest investigators wish to carry out offset pointings. As explained in the technical description, the spacecraft wobble induces artificial variability on time scales of less than ~ 200 seconds on sources in the central part of the field of view. This can be avoided by placing the source off-axis at the expense of reduced spatial resolution and sensitivity. An offset pointing can be requested by checking the offset flag box introduced on the target sheet. Should your scientific project require timing information on very short time scales, the offset box should be marked; it is suggested, however, that you consult with your national data center in this matter.

Experience with the AO1 and AO2 observing program also showed that so-called phase-dependent observations are exceedingly difficult to schedule and that the chances for failure are quite high. Guest investigators who plan to carry out such observations are therefore asked to consider whether their observational requirements cannot be met by other means. Quite often these requirements can be met by an observation mode, where the satellite stays on target as much as possible for a certain amount of time; this observing mode resembles that of a coordinated observation except that the absolute timing does not matter. Guest investigators whose observational requirements can be met by such an observation are asked to submit their proposal as "coordinated observation", but indicate in the "remarks section" of the target sheet that the absolute timing of the observations is irrelevant; in the scheduling process such an observation would then be scheduled at an optimum time for the required length of time. Guest investigators who wish to perform such observations are strongly advised to consult with their national data centers in this matter.

Updates to the Mission Description, detailing changes in the instrumentation and proposal procedure, the MIPS User's Guide, and an updated observation catalog will be issued with the AO. Proposals will be due in NASA Headquarters by close of business, Monday, February 3, 1992. AO3 observations are envisaged to start in June 1992.


Change in treatment of priority C proposals

In contrast to our previous policy on priority "C" proposals, in all future observing seasons, a "C" target that is scheduled in the long-term timeline but then dropped for whatever reason, will not be carried over into the subsequent observing season. Thus, the appearance of a "C" target in the long term timeline no longer guarantees it will be observed, and PIs should plan to repropose "C" targets in subsequent announcements once they become aware that a planned "C" observation has not been carried out.


ROSAT AO-3: Update to the performance of the XRT/PSPC

As of 14 Oct 1991, the high voltage setting of the PSPC was lowered by 60 V. This was necessary in order to minimize a minor problem with internally produced background counts in the lowest energy channels. As a consequence, the PSPC gas gain dropped by approximately 30 percent. In general, the PSPC performance is not changed by the lower gain, except that its energy band is now 0.11 to about 3.5 keV (as compared to 0.07 to 2.4 keV before). However, since the mirror cuts off the area at the higher energies and since the quantum efficiency of the PSPC at 0.11 keV is < 2 percent, the influence of the different energy band on the PSPC count rates is minor and will therefore not affect any feasibility estimates. A preliminary check of the calibration data shows no change in the spectral resolution of the PSPC.


ROSAT AO-3: Update to the performance of the XRT/HRI

No definitive measurements of the HRI performance exist. However, preliminary measurements, based on verification phase data processed with imperfect attitude solutions, indicate that the FWHM of a point source is typically 6 arc seconds, with a 50 percent power radius of 3 arc seconds. Absolute positions are typically within 3 arc seconds of SIMBAD positions. Observed source count rates have agreed to within 10 percent of predictions (based on ground calibrations and model source spectra), except for very soft sources. The typical background rate is 2-10 counts/s over the whole detector; its spatial distribution is uniform to within 5 percent within a 15 arc minute radius of the detector center.

The preflight prediction of the detector UV response appears to have been an underestimate. Vega, a star relatively bright in the UV, gives a count rate of 0.07 count/s (five times that of Einstein), and Beta Car yields a rate of 0.006 counts/s, twenty times higher than predicted. UV leakage occurs primarily in the band 1500-1700 Angstroms; it should be taken into account when considering observations of UV bright objects. A reasonable value to use for the effective area in this band (based on Vega) is 1E6 cm^2.


ROSAT AO-3: Update to the performance of the WFC

The original description of the WFC performance contained in the documentation issued with ROSAT AO-2 is now, in part, incorrect. This note outlines the changes to the performance of the WFC. US observers are reminded that they are not eligible for WFC time except as a co-i to a German or British proposal.


Overall Loss in Sensitivity

During a period of attitude control failure and uncontrolled pointing on 1991 January 25-26 the ROSAT WFC suffered a severe loss in sensitivity. This is thought to be due to water contamination of the detector photocathodes, although the source of the contamination is not known. For some time after this event the efficiency of the instrument continued to drop, but it has now stabilized and no further degradation appears to be taking place. With effect from June 1991, the efficiency of the WFC relative to the original calibration (as it appears in the AO-2 documentation) is reduced by the following factors, depending on which science filter is used:

The uncertainty on these factors is 10-20%. These reduction factors must be taken into account for any predictions of count rates based on the original calibration data provided in the AO-2 documentation, or on WFC count rates measured from observations made before 1991 January 25 (e.g. from the WFC all-sky survey, or from pointed observations made in the calibration or verification program).


WFC background

In orbit experience with the WFC has allowed a better determination of the total WFC background in each filter. Although the S1 and S2 rates are lower and the pointed filter rates higher, the overall effect on the WFC count rate sensitivity is not significant.
