Sets name of the module which uses PIL services. Result is stored in global
variable PILModuleName. Usually
name of parameter file equals argv[0] + ".par" suffix but this can be
overriden by calling PILSETMODULENAME
and/or PILSETMODULEVERSION before calling PILINIT.
