ROSAT GUEST OBSERVER PROGRAM

This NASA Research Announcement (NRA) solicits basic research proposals for
participation in the National Aeronautics and Space Administration (NASA)
program to acquire and analyze scientific data from the Rontgensatellit
(ROSAT).  The  ROSAT mission is a cooperative X-ray astronomy program between
the United States (U.S.) and Germany.  ROSAT was launched successfully on June
1, 1990, and is conducting its scientific observing program nominally. During
the current pointed phase of ROSAT observations, fifty (50) percent of the
observing time is allocated to the U.S. and will be made available in its
entirety to observers.  This announcement is the seventh for ROSAT guest
observations and solicits proposals for observations to be carried out during
the U.S. observing time beginning about October 1996, and lasting twelve
months. This period is referred to by the international ROSAT team as the
"AO7" observing period.

Participation in this program is open to all categories of organizations, both
domestic and foreign, including educational institutions, NASA Centers, profit
and nonprofit organizations, and other Government agencies.  Appendix C
provides specific information on foreign participation. Proposals may be
submitted at any time during the period ending May 15, 1996.  Proposals
received after this date will be held for the next review cycle.  The proposal
review process will be directed by the cognizant discipline scientist at NASA
Headquarters, Office of Space Sciences. Proposals will be evaluated by a
scientific peer review panel with the goal of announcing selections by August
10, 1996.

Investigators whose proposals are selected will have proprietary use of their
data for twelve months after receipt of the data in a form suitable for
analysis.  After the stated time period, the data will be made available to
other interested investigators.

Funds are presently not available for awards under this NRA.  However, limited
funds are expected to be made available for supporting programs accepted in
response to this NRA.  The Government's obligation to make awards is
contingent upon the availability of appropriated funds and the receipt of
proposals which the Government determines are acceptable for an award.  A
proposal that is scientifically and programmatically meritorious but cannot be
accepted during its initial review under an NRA because of funding
uncertainties may be included in subsequent reviews unless the offeror
requests otherwise.  Budgets are not to be submitted in response to this
solicitation.  After the observing program has been determined, NASA will
contact investigators whose proposals have been accepted for budget requests. 
Foreign proposals accepted under this NRA will be implemented on the customary
no exchange of funds basis in which NASA and the sponsoring foreign agency
will each bear the cost of discharging their respective responsibilities.
