This map is labeled oddly because it is in Galactic Coordinates. Because we view the sky as being curved, when we project it onto a map, we label it much like we label a globe. The x and y coordinates are really latitude and longitude, and measured from -90 to 90 degrees and from 0 to 360 degrees, respectively.
