Split Telemetry Files by Mode and Create Housekeeping Files

Description:

1. The FRF telemetry files are read and reformatted into a number of FITS files which are more convenient to access. A new science file is created each time the spacecraft changes mode. A large number (hundreds) of these files can be produced. A separate housekeeping file is created for each instrument and one housekeeping file is created with information common to all four instruments.

2. Science files with zero events are removed. These occur as the instruments change status in stages and contain no useful information.
