Create SIS Telemetry Rate Files

Description:

1. Merge all housekeeping files separately for the SIS0 and SIS1,

2. Determine which CCDs were used in the observation. Only housekeeping information for the CCDs which were used is put into the rate file.

3. Make the rate file. This file contains a subset of the housekeeping information.

4. Set the telemetry saturation flag in the rate file.
