Fix GIS3 Telemetry for Some Observations

Description:

1. Check if the observation was made between Feb. 10 and Apr 8, 1994. If it isn't, then skip ahead to the next processing step.

2. Find the appropriate calibration file for each modally split event file.

3. Fix an on-board spacecraft software problem which affected observations made between the above dates. The problem was basicly that some of the GIS3 telemetry bits got stuck. This can be fixed, but there is some loss of information. Specifically, some time resolution may be lost and the spectral resolution is reduced to 7 bits.
