By international agreement, observations which are less than 70% complete are no longer available to the public. This changes a policy which was in place at the time the ROSAT Public Data Archive opened in November 1991. Archive users should be aware that the public dates given in MIPS, BROWSE and in the lists in the anonymous ftp account on legacy do not yet reflect this rule change. Users should check the DisplayPage function under the MIPS DistribLists utility to determine the total amount of time required by a given observation. If the exposure time (ExpTime) is less than 70% of this value the dataset will not be available from the archive.
