Create Filter Files

Description:

1. Use attitude files, housekeeping files, the orbit file and rigidity data to produce filter (make-filter) files. One filter file is produced for each attitude file. The filter file contains a time history of several spacecraft parameters and is used by xselect to reject bad data.

2. Check to see if the filter files are time ordered. If they are not, then sort them.

3. Fill the dead-time column in the filter files.
