Bugs and patches for heasp v2.3

Latest update 2.3a (Oct 18, 2021)

To rebuild heasp after installing a patch file in heacore/heasp do an hmake clean, hmake, and hmake install in that directory.

2.3a table does not work correctly if there are filter expressions (eg for spectropolarimetry). Reported by Michal Dovciak and added on Oct 18, 2021.
